ToR for Contribution to the development of project activities within the GRD project

Purpose

Balkan Green Foundation (BGF) is a regional organization that promotes inclusive and equitable progress within the Western Balkans on sustainable development domain. Along with its partner organizations, BGF places a strong focus on advocating for solutions that promote development policies, which are in line with the world's latest developments, global challenges and national agendas for EU integration.

BGF is implementing the GreenRuralDeal (GRD) project under European Climate Initiative (“EUKI”) 2020, which aims to support and empower municipalities in rural regions in Greece, Kosovo, Serbia in exchange with German municipalities through local capacity building, peer-to-peer learning and co-creation of concrete projects. The project aims to provide capacity building and knowledge to local decision makers in the target regions on how to implement sustainable local and regional development strategies. For Kosovo, the project has targeted the Municipality of Kamenica.

For this purpose, we are looking for a Consultant who will be assigned to contribute to the development of certain activities under the auspices of the Green Rural Deal Project implemented by Balkan Green Foundation within the EUKI Program in the Municipality of Kamenica, as depicted below.  

Main Objectives

The Consultant will perform the following duties and tasks in the Municipality of Kamenica:

- Provide technical, logistic and communication support during the process of the development of the project activities with the officials within the Municipality of Kamenica
- Establish and maintain regular communication with authorities of the Municipality of Kamenica and other stakeholders;
- Provide support to the operations of the Working Groups and other working entities participating in the activities to be organized in the Municipality of Kamenica;
- Facilitate meetings and workshops to be held within the Municipality of Kamenica
- Collect necessary data (environmental data, assessment of needs and capacities through questionnaires or surveys, revision of existing plans, programs and strategies, preparation of situation analysis)
- Coordinate process of public participation and enable support with the activities organized within the Municipality of Kamenica under the GRD project
- Prepare, coordinate and organize other events within the project including preparatory activities and organization of the Study visits of the partners within the Green Rural Deal Project

Roles and responsibilities

The interested parties will have the following key responsibilities:

- Be responsive to the needs of project partners and work closely with the GRD project team;
- Respect deadlines;
- Incorporate all suggestions by project partners or have all the suggestions initially approved by Project team;
- In the preparation and deliverance of the assignments, respect expected standard quality

Competencies of the Consultant

The interested parties should meet the following criteria:

- Be a registered NGO/or an individual expert in issues pertaining to the objectives of the call;
- Have at least 7 years of professional experience in the field of data analysis, policy papers, publications and consultancy;
- Have extensive local governance experience;
- Have a proven track record in delivering quality assessment reports, and up-to-date knowledge of assessment tools, techniques and best practices;
Be flexible on deliverables and meetings called by the Municipality of Kamenica and Balkan Green Foundation
