Green Horizons: Enabling Just Transition is a project supported by the European Climate Initiative (EUKI), implemented by CENER21 in partnership with Balkan Green Foundation and Germanwatch. The project supports coal-rich municipalities in Kosovo and Bosnia and Herzegovina in addressing the social, economic, and environmental challenges of the green transition.
Green Horizons: Enabling Just Transition is a project supported by the European Climate Initiative (EUKI), implemented by CENER21 in partnership with Balkan Green Foundation and Germanwatch. The project supports coal-rich municipalities in Kosovo and Bosnia and Herzegovina in addressing the social, economic, and environmental challenges of the green transition.
This 24-month initiative aims to strengthen local capacities for just transition planning, focusing on municipalities whose economies and communities are closely linked to coal. In Kosovo, the project works closely with the Municipality of Obiliq to support evidence-based policymaking, improve local climate and energy governance, and develop a Just Transition Roadmap aligned with local priorities and institutional capacities.
Green Horizons promotes cooperation between municipalities, civil society, experts, youth, and local communities to ensure that the transition away from coal is inclusive, practical, and locally owned. Through tools such as the Green Rural Deal Policy Evaluation Toolkit, the Just Transition Roadmap, the Green Entrepreneurship Academy for Youth, and the Knowledge Library for Green Education, the project contributes to stronger municipal decision-making, green economic opportunities, and improved public awareness on climate action and just transition
