The study “Successful Approaches to Involving Vulnerable Groups in Energy Efficiency Programmes” examines how energy efficiency programmes in Kosovo can become more accessible and inclusive for energy-poor and vulnerable households. It assesses existing support schemes and identifies key financial, administrative, informational, and structural barriers that prevent vulnerable groups from fully benefiting from them. The study also reviews good practices and delivery models from across Southeast Europe, focusing on targeting, financing, outreach, and implementation. Based on these findings, it proposes practical solutions for Kosovo, including improved identification of vulnerable households, dedicated financial support, simplified access, and stronger local delivery mechanisms. Ultimately, the study provides a roadmap for integrating social inclusion more systematically into Kosovo’s energy efficiency policies and programmes.
